These toggles on the back of the steering wheel, are they the controls for the car stereo system?

Also anyone know if they can be hooked up to after market head units? I was thinking of putting in a double din touch screen unit (I'd like BT) and the Series III seems like it would be easy to replace compared to the Series II.
